Rape Kits cannot tell if a rape was committed. It just collects DNA that can possibly support that a sexual event occurred and if more violent measures were taken, the medical exam and photographs can show this but it still can not definitely say if it was a sexual assault. It's misleading to call it a rape kit and now instead of the focus of the key element being the "victim" it's all about having a rape kit in order to seriously move forward with the case.
